On 7 May 2015, the UK voted in a new Conservative government, replacing the previous Conservative-Liberal Democrat coalition. At the time of writing, in June 2015, the new government is gearing up for more police reform, having already reformed pay and pensions and reduced police spending during their last term in office. Further police reform will be implemented primarily through the Police Reform and Criminal Justice (PRCJ) Bill which was first announced during the Home Secretary, Theresa May’s speech at the Police Federation Conference on 20 May 2015 and then again in the Queen’s speech on 27 May 2015. In this update I shall describe and reflect on the two main proposed areas of police reform. First, the policing of the vulnerable, particularly those arrested and detained by the police and, second, reforms to police accountability mechanisms.
