samenvatting

Every year the European Union implements new legal tools with a purpose of harmonization in the Justice and Home Affairs area. These tools to various extents define the need to create a common approach for mutual recognition of the evidence among the Member States within the European area of freedom, security and justice. Legal tools are already widely available to the police. However, the technical standards utilized by police forces across Member States may vary despite the already present legal foundations. These discrepancies may be of vital importance whilst trying to recognize or interpret the scientific evidence in international dimension.

This article presents an overview of technical, quality and interpretation standards in addition to some proposals to fill in the existing gaps. The possibilities, opportunities and difficulties in scientific cooperation between police forces in Europe will be discussed as well. In a final part, the idea of a scientific park of forensic technologies will be presented as one of the solutions to discussed problems. The creation of such a platform of cooperation for police practitioners, scientists and entrepreneurs constitutes a response to the very dynamic development of technologies in the broad sphere of public security and, at the same time, to the expressly pronounced need for harmonization in the approach to scientific evidence in the common area of freedom, security and justice.
